what's going on here?

The universe where Victoria, her friends and enemies live is much like our own. On the surface, things are the same, evil politicians, murder for hire, war, police corruption, and extortion, to name a few, exist. The difference is the agency by which these things happen.

Across the globe are private and not so private agencies that use people like Victoria as an extension of their client’s political will and corporate policy.

Governments and corporations don’t like to acknowledge their existence, but they pay them well. Funded by generous off-book slush funds that have no accountability to their citizens or stock holders, these shadowy agencies wage hidden wars that are covered up by the corporate-owned news agencies.
